Since the start of his career, Dr. Jeffrey Kang has been on a mission to change the way care is delivered to older patients with chronic, complex conditions. He has worked in medical groups, commercial health insurance, the federal government, and retail health care to bring about changes to improve care for these patients. The launch of WellBe Senior Medical brings that mission to life for the patients he has served for more than three decades.
At the Centers for Medicare and Medicaid Services, Dr. Kang was responsible for national coverage decisions, regulation of the healthcare industry, and health plan and provider quality measurement and improvement. He used that platform to develop risk adjustments for sicker, chronic patients, develop HEDIS and STAR measurement programs and make investments in information technology to improve data tracking. With these investments in place, the healthcare system could support improvements in care for older patients.
With these fundamental improvements in place, Dr. Kang began to implement new models of care. At Cigna, as chief medical officer, he led the development of high-performance networks, medical home and collaborative Accountable Care initiatives – all designed to improve patient care while managing costs. At Walgreens, as senior vice president of Walgreens health and wellness services and solutions, he ran the company’s emerging healthcare businesses. He led the growth of the company’s retail healthcare clinics, employer worksite clinics, accountable care organization and hospital system pharmacies. Most recently, he served as president of ChenMed, a privately held, full-risk Medicare Advantage primary care practice that delivers high-quality, concierge-style care to low-to-moderate income seniors.
Dr. Kang received a BA from Harvard, an MD from UC San Francisco, and an MPH from UC Berkeley. He did his clinical training at Boston’s Beth Israel Hospital and remained on the clinical faculty at Harvard Medical School. Dr. Kang currently serves on the board of directors of NCQA, the National Committee for Quality Assurance, and ChenMed.

My mother died 10 years ago of esophageal cancer at the age of 86. She was a kind woman and loved life. She was strong and made it through many of life’s ups and downs. She lived through three previous cancer diagnoses, and this last one finally caught up with her.
Through her last six months, I would see her at home and in the hospital. She had her own oncologist and her own primary care doctor, but as a doctor myself, I spent a lot of time taking care of her and ensuring that she understood the endless tests, drugs, and treatment options that filled her days. As so many caregivers do, I guided her through the many difficult decisions she had to make and was fortunate to have deep knowledge of her condition and options. I was both her son and her trusted, personal physician, Dr. Marcus Welby. As I spoke with other clinician friends about caring for their families, I heard over and over how fortunate they felt to be able to provide their loved ones with the care they believed was so important to better health. It showed me how important it is to have someone you trust visit you in your home or anywhere you are, whenever you need it. It inspired me to create WellBe, and it’s what we are all about – because we believe every person, every patient, should have a Dr. Marcus WellBe in the family – a doctor, a friend, they trust to take care of them where and when they need it.
Dr. Master has devoted his career to reimagining healthcare for the most socially and medically vulnerable populations. His approach to medicine is grounded in fundamentally changing value systems, altering financial approaches, and empowering multidisciplinary care teams on the front lines delivering care. Prior to CCA, Dr. Master founded Community Medical Alliance as well as Urban Medical Group (UMG), both focused on complex delivery of care models. It was at UMG where Dr. Master established a professional relationship with WellBe CEO, Dr. Jeff Kang, and realized they share a common purpose of caring for frail, polychronic and often underserved patients. In the 80’s, Dr. Master gained an understanding of the finance and policy changes that were needed to transform delivery of care systems while directing the Massachusetts Medicaid Program. In 2009, a storied career led to Dr. Master to be recognized by the National Committee for Quality Assurance (NCQA) with the National Health Quality Award for his leadership in improving the quality of care for vulnerable populations.
